Commissioners commit to new fairgrounds building

At their meeting Monday morning, Nov. 13, the Boone County Commissioners adopted a resolution authorizing “the issuance of limited tax building bonds” for construction of a new agricultural activities and education building at the Boone County Fairgrounds.
The total dollar amount of the commitment is not yet final and will be determined at a later date.
The action followed a lengthy discussion with members of the fairgrounds building committee. This discussion was continued from Oct. 25.
A total estimated construction cost of $4.25 million was discussed. Commissioners noted that they have some options when determining ways to finance the building, which would also include a private fund drive.
The initial building size discussed was about 220 by 250 feet, with space for a show arena, pen space for about 100 large animals and 100 small animals, wash racks and space for bleacher seating.
The office area, proposed to be located on the main entrance side of the building, would be about 70 x 95 feet. This would include Extension offices, conference room, restrooms and concession stand. This area would be heated and cooled for year-around use.
Chuck Rolf noted that several local residents told him the arena size would not be large enough in the proposed building. He talked to the architect about adding 50 feet of length to the building, while eliminating the concrete floor under the large animal pen spaces but keeping concrete floor under small animal pen spaces.
This could be done for about the same approximate total cost. It would make the arena more useable for horse events, such as barrel racing, that require more space.
Commissioners said they have discussed an appropriation of $1.3 million from the county’s inheritance tax funds for this building project.
Other financing could include bonds, or a building fund levy by the County Ag Society.
A public information meeting on this project will be held Wednesday, Dec. 6, at 7:30 p.m. in the Albion Country Club.
