When will city water well be finished?

By all accounts, the new City of Albion water well (known as well #4) is a good one.
It produces excellent water and has great capacity, pumping even more than the required gallonage.
But the project has still not been completed to the satisfaction of city officials. It has been two years and three months since the well was drilled in December of 2010.
The first problem became apparent in June of 2010 when bids on the project came in about $90,000 higher than the initial engineer’s estimate. Since then, there have been a variety of construction and mechanical problems.
